Boroughs Assoc. and president of the Karns City Borough Council; served 1 term as president of the Boroughs Assoc. He was president of the Civil Defense League and president of the Petroleum Valley Little League.
Cecil married Margaret Ann Wagner. (Margaret Ann Wagner was born on 16 Mar 1915 and died on 23 Jan 1985.)
